What?

Objective

The CITI-SN project aims at promoting communities and collaborative governance processes through city-to-city cooperation.

For that purpose, the idea is to enable municipalities to multiply the possibilities to make their neighbourhoods more sustainable, through the acquisition of innovative methods in the field of governance and of sustainable urban development.

The neighbourhood has been chosen as our reference scale. It is indeed the closest level to human being, the inhabitant, the user. It allows the global challenges of sustainable development to take root at local level.

Specific objectives and main issues

The problems that we want to tackle are:

  • The distance between local authorities and citizens (specially deprived ones);
  • The isolated character of the initiatives initiated by and within cities.

Our specific objectives will thus be:

  • To foster changes in citizen’s behaviour, in order to make them self and socially responsible;
  • To adapt the way of working of local authorities to make them transparent (open government) and participatory with a view to open governance;
  • To develop collaborative processes between local actors.

At this stage, we have identified three main topics we want to cooperate on. For each topic, two or more partners will act as pilots within a sub-group of partners.

- Citizen participation

  • How to get communities empowered (social identity)?
  • How to get people to live together (social cohesion)?

- Open government/governance

  • How to bring local authorities to consult and inform?
  • How to bring local authorities to share responsabilities?

- Collaborative governance

  • How to get city to city collaboration effective?
  • How to find global solutions?
  • How to obtain a scaling up effect?
